The link will include postings of questions and answers, updates on POStPlan, and detailed information on VERs, incentives and RIF procedures. LEGISLATIVE NEWS and ACTION REQUEST from Bob
Levi:
"Although I do not believe that the House will take up a bill on the floor until late May or after Memorial Day, a number of rural GOP offices are concerned about May 15. As a result, the House GOP Leadership may accelerate the timetable. As a NAPUS member, you may encourage community leaders to weigh-in on this issue with the Members of Congress." Talking Points · Urge Representatives to tell the House Leadership to bring Senate-passed bipartisan S. 1789 for a House vote. o S. 1789 helps ensure that rural communities continue to have access to maximum postal services. · Advise the Representatives that HR 2309 places at risk postal-dependent communities, and passage would place in harm’s way their district’s post offices. o HR 2309 includes post office closing commission, which jeopardizes rural access to postal services (Senate soundly defeated commission proposal 30-69) o HR 2309 eliminates requirement that the USPS provide a “maximum degree of” service to rural communities o HR 2309 eliminates prohibition against closing a post office solely for having expenses that exceed revenue · NAPUS strongly believes that House bill should include post office closing review by the Post Regulatory Commission, with the binding authority on community post office appeals.

their Representatives and urge them to support a bill on the
house side that would mirror S1789. The Indiana Congressmen
whose support Bob says would be especially beneficial in this

“Say What?"!!! MUST READ INFORMATION BELOW! Tuesday, March 27th was also the
day of a House subcommittee hearing concerning USPS proposed Postal
Health plan. The real
news during this hearing, attended by some NAPUS Postmasters, which
bears reading by all NAPUS members is the following excerpt is from
Bob Levi’s March 30th eNAPUS Newsletter:
“In response to a routine question
posed by Sub-committee Vice-Chairman Justin Amash (R-MI) relating to
the USPS’ position on H.R. 2309 (Issa-Ross postal bill), PMG Donahoe
stated: “Practically everything in the bill we support.” This
apparently unscripted comment caught many by surprise, most notably
evidenced by the reaction of the Committee staff members sitting
behind Amash. Over the past few months, the PMG has consistently
stated that the USPS had problems with both H.R. 2309 and S. 1789.”
“It has been
assumed that the Issa bill posed greater challenges for USPS
officials, since it emasculated the Board of Governors and upper
level management. H.R. 2309, among its draconian provisions, would
replace the Board of Governors with a new Commission that would have
the authority to run the agency, abrogate union contracts and raise
USPS debt. In addition, the measure creates a Postal Reorganization
Commission to recommend the closure of postal facilities, and such
decisions would not be subject to PRC review. Post office,
particularly those in small towns and rural areas, would be
particularly vulnerable under the Issa bill.” “A short
time after the PMG’s startling response, Rep. Elijah Cummings (D-MD)
sought to toss the PMG a life-line, asking if the USPS really
supported the creation of a new authority to run the service. PMG
Donahoe clarified his initial response by stating that he thought
that stakeholders, including unions, could resolve the current
problems without resorting to a new authority; nevertheless, it
appears that the toothpaste was out of the tube.” |
